Delhi Transport Authority has recently issued new rules regarding the use of vehicles older than 15 years. According to the new guidelines, if a petrol or CNG car is 15 years old, it will be considered unfit to drive in the NCR. This period is 10 years for Diesel Vehicles in Delhi.
However, this is contrary to the policy of the central government and many states, in which a car older than 15 years is allowed to drive after getting a fitness certificate after testing.

In the scrappage policy introduced by the central government, it has been said that for the renewal of registration of all private vehicles older than 15 years, a fitness test will be necessary. However, the cost of renewing the registration of used cars is high and will also attract additional road tax.
If the owners of old cars do not want to renew the registration of the vehicle, then they can scrap it.

A discount of 4-6 per cent can be given on the total price of the vehicle on production of a scrap certificate. Apart from this, there will also be a rebate on road tax of new vehicles. It has some other advantages as well. Scrapping old vehicles will help in reducing air pollution. The metal from the scrapping of the vehicle can be used to make new car components after recycling. With this, the sales of the new car are also expected to increase.
how to scrap a vehicle
According to the Road Transport Ministry, old vehicles can be scrapped only at the Authorized Vehicle Scraping Facility (AVSF). After visiting the AVSF, the car owner will have to show registration certificate, fitness certificate, PAN card, Aadhaar or voter ID for proof of identity and address.
Along with this, a copy has to be submitted to the Authorized Scrap Dealer by filling in the details in Form 2, who will give a certificate as proof of transfer of ownership.
The owner of the car must ensure that the chassis number of the vehicle is removed before it is scrapped. Along with the chassis number, the vehicle will have to be de-registered by giving photographic proof of the scrapped vehicle to the RTO. Along with this, the owner of the car will also have to give an affidavit that there is no outstanding amount like loan, insurance on the vehicle or any pending case in court.
