Finance Minister Morarji Desai is the most frequently presented budget in India. Desai presented the country’s budget 10 times. Of this, 8 were the annual budget and two interim budgets. In his first term as finance minister, Desai presented five annual general budgets from 1959–60 to 1963–64 and an interim budget of 1962–63. In his second innings as Finance Minister, Desai presented the annual general budget of 1967-68 to 1969-70 and an interim budget 1967-68.
Changed country picture
On 29 February 1968, Morarji Ranchodji Desai, in his second innings as Finance Minister, presented a budget that changed the picture of the country. In this budget, he took the most important decision for the industry by assessing the manufacturing units at the factory gate by the Department of Access and ending the imperative of the stamp.
In the budget, he announced that a system of self-assessment has been prepared for the manufacturers. The same system of self-assessment for excise duty continues. This announcement of Desai encouraged the manufacturers, which later proved to be a good step for the development of India.
The budget presented twice on birthday
Morarji Desai presented the budget twice on his birthday (29 February). First time in 1964 and the second time in 1968. Because of presenting the budget on the birthday, his budget is also called the birthday budget.
