Kharge said that this is an important issue, so he should be allowed to raise it. To this the Chairman told Kharge that he should have given notice to raise the issue. After this, he said that the winter session of Parliament is being completed today. Expressing displeasure over the disruption caused during the course of business in this session, he said, “This House could not function to its capacity. I urge all of you to collectively observe whether this session could have been better?”
