Under the guidance of Union Home Minister Amit Shah, Delhi Police Commissioner Rakesh Asthana has introduced several reforms to make law enforcement effective and accountable in the national capital. More than 500 Delhi Police personnel have been removed from security duty after an audit conducted in consultation with the Ministry of Home Affairs, each police station has been directed to accompany the unit for rationalization of force, those on active duty, Give their details.
According to Hindustan Times, at least 79 police station chiefs have been transferred with the reorganization of special police units such as special cells and law and order chiefs. When the security audit was done, it was found that some serving and retired officers of Delhi Police had 24X7 personal security officers who protected not only the officers but also their wives and elder children.
Some of these police officers, including former police commissioners, former home secretaries and others, were given security without any threat assessment. The security of many others has also been downgraded by the Delhi Police, as they were not a perceived threat, only a status symbol.
In addition, CP Asthana has asked all police units to report the number of personnel on active duty, so that senior police officers can take their employees to new postings.
It was found that some officers took around 20 to 30 employees with them to their new postings, thereby reducing the staff in the previous unit.
So these staff, including inspectors, became personal employees of the officer they were working for, instead of being accountable to the deployed unit. These employees were used by these officers for personal work like buying vegetables and dropping the children to school.
The Commissioner of Police has also decided to restructure the Tor Heavy Force with 14 more Special Commissioners and several Joint Commissioners, who are now heading the lighter workloaded departments.
It is understood that consultations are on with the MHA to depute several senior officers to the newly created Union Territories of Jammu and Kashmir and Ladakh for on-field experience instead of moving files around.
The Special Cell of Delhi Police has also been reconstituted and made more accountable by inducting three senior IPS officers. The Special Cell is understood to have been asked not to conduct any solo operation without the knowledge of the immediate superiors.
