The regulator has written a letter to the parties concerned in various areas and informed them about the rules in detail and asked them to advise the units and organizations under their command to ensure strict compliance with the new regulation.
As part of its campaign to make people aware of the new rule, TRAI has urged industry chambers CII, FICCI, ASSOCHAM, NASSCOM and COAI to inform their members about the new regulatory requirements. Apart from NIC, CDAC, letters have also been written to those government organizations who are taking advantage of discounted SMS.
The new rule is based on blockchain technology
In the past, the regulator has made the central government’s key ministries and chief secretaries aware of this. TRAI’s rule for business messages (SMS) is based on ‘blockchain technology’. Its purpose is to check unwanted and fraudulent messages.
Under the new rule, it is necessary that the eligible units sending commercial messages should register with the telecom operators about the message sender, software etc. (message headers) and the template (pre-prepared messages).
When banks, payment companies or other users send SMS and OTP, they are examined from the template registered on the blockchain platform. This process is called ‘SMS scrubbing’, that is, the message should be received by the people in the same manner for which it has been determined. With the registration of ‘template’ and various other types of investigation process, the identity of the correct units sending the message and the purpose of sending the message will be verified.
It is noteworthy that in the beginning of this month, sending of SMS and OTP (One Time Password), a problem arose in the case of banks, credit card payments and some other services. This problem arose when the telecom companies executed the new rule of TRAI. The reason for this was not to take appropriate steps in this direction by the original units (in bulk and sending commercial forceps).
In view of such obstacles, TRAI provided temporary relief to such companies but asked them to take immediate steps to comply with the rules.
Last year TRAI released list of 40 defaulters
The telecom regulator last Friday released a list of 40 defaulting basic units that did not meet its regulations regarding bulk business messages. These units include units like HDFC Bank, State Bank of India and ICICI Bank.
TRAI has tightened its stand in this matter and cautioned the defaulting units to fulfill the requirements laid down by 31 March 2021 for compliance with the new rules so that communication with customers from April 1, 2021 (SMS Through), no problem arises.
