Nevertheless, then the merchants were engaged in their work with almost no confidence.

The Vohra Committee was formed after the 1993 serial bomb blasts in Mumbai. Mafia gang was behind the horrific bomb blasts at 12 places in Mumbai. 257 people were killed in those blasts. Mumbai’s mafia gangs are engaged in drug smuggling business along with other crimes.
According to informed sources, 15 percent of the money from the drug trade has also been used to spread terror in Kashmir. The Revenue Secretary of the Central Government was also a member in that famous committee constituted under the leadership of the then Union Home Secretary NN Vohra. An excerpt from the report of the Vohra Committee presents a complete picture of the immense power of drug dealers and beneficiaries.
The Vohra committee submitted its report to the central government in 1993 itself. Apart from intoxication, there are many things in it which are related to the security of the country. On December 5, 1993, NN Vohra submitted his sensational report to the Home Minister. “There is a rapid proliferation of criminal gangs, armed forces, drug-trading mafia gangs, smugglers, lobbies operating in economic sectors,” the report said.
According to the report, “These people have developed over the years extensive contacts with bureaucrats at the local level, people in government positions, political leaders, media persons and people holding important positions in non-government sectors. Some of the syndicates have foreign intelligence agencies as well as other international links.”
The main advice of the committee is that a nodal agency should be prepared under the Ministry of Home Affairs, which should collect information about whatever wrong things are happening in the country. Such arrangements should also be made so that the information is not leaked. The Vohra report is comprehensive. But what is happening in Mumbai right now can be gauged from the remarks of the Revenue Secretary included in the Vohra report.
It is clear from the remarks of the Union Revenue Secretary that earlier, small and big drug dealers and their helpful officers used to get protection. According to the Revenue Secretary, “The information collected by various agencies under the Department of Revenue while collecting intelligence about offenses relating to the laws administered by them is generally not used. Unless it is required to be given to other intelligence agencies outside the Department of Revenue.
The revenue secretary had then said, “The links maintained by criminal syndicates are generally confirmed only when the agencies concerned are under pressure not to act against the offenders or to slow down the proceedings against them.”
The Revenue Secretary writes, “Such pressures occur either immediately after the raid or at the time when prosecution proceedings are about to be initiated. These pressures are exerted whenever corrupt or unwanted officials are sensitized. is transferred from the obligations.”

The Revenue Secretary has also said, “There are huge financial stakes involved in the narcotics sector—which includes opium cultivation, narcotics smuggling, etc. As a result, corruption is high in this sector. Even the subordinate officers.” A lot of pressure is put on transfers, especially on the transfer of officers with the help of which the wrongdoers are making easy money.”
According to the Revenue Secretary, “There is a worldwide network of smugglers in the drug trade who also have close links with terrorists. Terrorists engage in drug trade on a large scale to collect money in various foreign currencies and This money becomes the source for the purchase of their weapons.”
In this way, it is clear from the note of the Revenue Secretary that when the Central Government and its agencies take the initiative to harm the drug trade, it can be estimated how much pain will be caused to various vested elements. Is a part of the Prabhu Varga of Mumbai going through the same kind of pain these days?
Is that class so bent on ruining the career of a conscientious officer? If the allegation against that officer is proved to be true, then he may be harmed. But there are also indications that this will not affect the speed of the campaign of the central agencies.
While the Narcotics Control Bureau has focused on Mumbai for the time being, it will sooner or later have to focus on other places in the country as well. Where generations are being wasted due to excess of drugs. If drug dealers are effectively curbed, then terrorist activities will also be weak in this country.
