Mumbai: Under the scheme of underground dustbin as part of keeping Mumbai metropolis clean, the utility has got caught in the trap. Even after a lapse of more than two years, the plan has not materialized. Now the implementation of this scheme is being considered in new residential complexes. However, the ruling Shiv Sena and the administration are being targeted for the lateness of this plan of BMC.
In Mumbai city and suburbs, pollution is spread due to placing of garbage bins in public places. In many places, the garbage is thrown out from the dumpster by the stray animals and the pickers of plastic and other items. Due to which there is dirt around the garbage can. Pedestrians also have to face difficulties due to the garbage spread around. In comparison, keeping the bins below the ground will reduce the foul odor emanating from the waste. Also, passersby will not face any kind of problem while passing through the dustbin.

Health can be improved by controlling the waste dumped by stray animals and rag pickers. In this regard, in September 2019, the Standing Committee approved the proposal of BMC to set up underground garbage bins at 40 places in all the 24 administrative wards of the Mumbai Municipal Corporation area. Even before the approval of the proposal, underground garbage bins were installed on an experimental basis at four places in the city.

Aditya Thackeray inaugurated
On an experimental basis, underground garbage bins were installed in four wards of Mumbai Municipal Corporation namely A, D, P/North and R/Central. In the month of February 2019, in the Grant Road area under The Ward, Yuva Sena chief Aaditya Thackeray had inaugurated the underground garbage box in the presence of the then Mayor Vishwanath Mahadeshwar. On the initiative of Aditya Thackeray, the administration had prepared a proposal to set up underground garbage boxes at 40 places. For this, the cost of a 2.2 cubic meter garbage box was fixed at Rs 10 lakh. The municipal administration had given a contract of Rs 4 crore to a company named Mac Invirotech and Solution for setting up underground garbage bins at 40 places.
The plan of the underground garbage box is very good, but the administration is hanging it up citing the reason for the utility. There are many places where there is no problem of utility. Installation of underground garbage bins should be considered at such places.

Any plan or proposal in BMC is prepared for the benefit of the contractors. Underground waste bin scheme is also a part of this. Why was the utility not taken care of when the plan was prepared? Why was the location not decided while awarding the contract? There is no point in writing letters to the wards now.

BMC had decided to set up underground garbage bins, but this plan has not been successful. The reason for this is the utility going under the pavement. We tried a lot for this, but there is no space for garbage bags under the streets of Mumbai. Will have to find another place for this.

Underground garbage scheme is taking shape in many cities of the country. The environment minister is currently the one to inaugurate an underground garbage bin to be installed on an experimental basis in Mumbai. Despite this plan being related to the environment, there is no space available for underground garbage bins in Mumbai. The ruling party and administrative officials need to reflect on this.
