Corrupt Practices for Learning License
The petitioner has told in the petition that the wrong route is being adopted for issuance of learning license by keeping the law and rules in mind. The concerned authorities are adopting corrupt practices for this. Such a system is being adopted under the protection of the RTO officer.
In the category of licenses to be allotted under VIP, fraud is going on under the guise of the prescribed working system. Even after the office hours, the time for taking the test for the learning license is fixed. Despite the end of the office hours, it is being completed from the computer of the office itself. In exchange for the person who wants the license, the other person answers the questions asked by the RTO office on the computer. As a result, learning license is being provided to the person without examination.

The petitioner said in the petition that in April 2018, the Assistant Motor Vehicle Inspector was caught red-handed taking bribe to take the learning license test even after government holidays and office hours. Even an inspector was transferred. In this way, thousands of licenses have been issued by the RTO officials through illegal means. Even after not being able to drive four wheelers and two wheelers, licenses were issued to people, due to which people’s lives are in danger on the way. After the hearing on Wednesday, the court issued the said orders.
