Nepal Prime Minister KP Sharma Oli on Monday suffered a major setback when he was defeated in a vote of confidence in Parliament. At the same time, now President Vidya Devi Bhandari has asked the parties that have won seats in Parliament to form a new government with majority by Thursday. The President’s Office said that President Bhandari has decided to invite parties to form a majority government as per Article 76 (2) of the Constitution of Nepal.
According to the report of the Himalayan Times, the President has given the parties three days to form a majority government. The parties have to claim government formation by 9 pm on Thursday night. As per the constitutional provisions, a candidate is required to submit the signature of the MPs of two or more political parties of Parliament to the President’s office within the stipulated time. Soon after Oli lost the trust vote in Parliament, the President informed about his decision.
Oli got support of only 93 MPs
In fact, under the leadership of Pushpakmal Dahal, the Nepal Communist Party withdrew support from the government. After this, the Oli government was reduced to a minority. This was the reason KP Sharma Oli decided to get a confidence vote in the 275-member parliament. But his decision was overshadowed by him, as he got only 93 votes. Oli had to garner 136 votes to secure a confidence vote, but he was left behind by 43 votes. Speaker Agni Sapkota announced that 124 members of parliament voted against the vote of confidence, while 14 members remained neutral. 232 MPs participated in this session of Parliament.
… Then Oli may get a chance to form government again
On the failure of Oli’s vote of confidence, the President has to order the parties to form a new government by implementing Article 76 (2) of the Constitution. According to this, if a party does not have a clear majority in the House, then the President will appoint a member of the House as the Prime Minister, but he has to clear the majority with the support of two or more parties of the House. If the House still fails to form a government or the Prime Minister appointed within 30 days fails to get the confidence vote, then the President will implement Article 76 (3). In this way, Oli is likely to get a chance to claim to form the government once again. The reason behind this is the maximum number of members of Oli’s party in Parliament.
