Guwahati: Lok Sabha Speaker Om Birla on Friday expressed concern over the “frequent disruption” and “lack of dignity” in proceedings in Parliament and state assemblies and said disagreements should not lead to deadlock. Terming the disruption in proceedings as morally and constitutionally wrong, he said it is even more disturbing when such disruptions are pre-planned.
Addressing the Assam Legislative Assembly, Birla said, “Democracy is based on discussion and dialogue. But the constant disruption and lack of dignity during the discussion in the House are a matter of concern. He said disagreement between the ruling party and the opposition is natural but “disagreement should not become a cause of stalemate”.

The Speaker advised the political parties to discuss complex issues and ensure that the House functions in such a way that it fulfills the hopes and aspirations of the people. He said that obstructing the proceedings of the House is not morally and constitutionally correct. Sometimes interruptions are pre-planned. This kind of behavior is even more disturbing.
He said that disruption and adjournment of proceedings are not part of India’s democratic traditions. He asked the people’s representatives to live up to the expectations of people. It is an integral part of the system, how it works.
Birla is the first Speaker of the Lok Sabha to address the Assam Legislative Assembly. He said that the state is a living example of unity in diversity. He said, “Assam is the bridge that connects the richly diverse Northeast with the rest of India.
