New Delhi: The Winter Session of Parliament on Wednesday in the Lok Sabha was adjourned sine die, a day ahead of its scheduled time. During the session that began on November 29, 18 sittings were held and 82 per cent business was done in the House, while 18 hours and 48 minutes were wasted due to the disruption.
Lok Sabha Speaker Om Birla, in his traditional address before adjourning the session sine die, said, “This session started from November 29 and during this a total of 18 sittings were held which lasted 83 hours and 12 minutes.” He said that at the beginning of the session, three members of the House took oath on November 29 and 30. Birla said that important financial and legislative business were dealt with in this session and during this 12 government bills were introduced and no bills were passed.

Birla said that during this 82 per cent business was done in the House and 18 hours and 48 minutes time was wasted due to the disruption. “The performance of the assembly did not live up to the expectations,” he said. He said that on December 2, the performance of the meeting was 204 percent. The winter session, which was to begin on November 29 as per the schedule, would continue till December 23, but was postponed indefinitely on December 22, a day earlier.
Important Bills like Agricultural Laws Repeal Bill 2021, National Drug Education Research Institute Amendment Bill 2021, Central Vigilance Commission Amendment Bill 2021, Delhi Special Police Establishment Amendment Bill 2021 and Election Law Amendment Bill 2021 were introduced during the session. The second batch of Supplementary Demands for Grants for the year 2021-22 was discussed on 20 December. According to the Lok Sabha Secretariat, 91 starred questions were answered during the session and 20 starred questions were covered on December 20. (agency)
Members raised 563 matters of public importance during Zero Hour. The members presented 344 matters of public interest before the House under Rule 377. There were also two short-term discussions on the subject of ‘Covid-19 Global Pandemic’ and ‘Climate Change’. The discussion on the topic ‘Climate Change’ is not over yet. The Speaker said that on December 9, 62 members raised their issues under Zero Hour by sitting for a long time in which 29 were women members.
44 Reports of Parliamentary Committees were presented during the session. A total of 50 statements were made by the ministers on various important subjects. During the session, 2,658 papers were laid on the Table of the House by various Ministers. 145 Bills on various subjects were introduced on 3rd December as part of private members’ business. Further discussion continued on the ‘Compulsory Voting Bill, 2019’ introduced by Janardan Singh Sigriwal, which was not completed. The discussion on the non-government resolution regarding ‘welfare measures for Anganwadi workers and Anganwadi helpers’ presented by Ritesh Pandey continued and could not be completed.
Prime Minister Narendra Modi, Congress President Sonia Gandhi, Defense Minister Rajnath Singh, Home Minister Amit Shah, Road Transport Minister Nitin Gadkari and Union Ministers and leaders of opposition parties were present in the House on Wednesday. After Lok Sabha Speaker Birla’s statement, the national anthem Vande Mataram was played and the house was adjourned sine die. (agency)
