The Health Ministry today issued new guidelines for international travelers coming to India from February 14. The demarcation of ‘at risk’ countries and other countries was removed. The central government also recommended 14 days of self-isolation after arrival, as was mandatory earlier. According to a statement issued by the Ministry of Health, apart from uploading the negative RT-PCR report (72 hours before the journey), there is also an option to upload the vaccination certificate if fully vaccinated.

All passengers should submit complete and factual information in a self-declaration form on the Online Air Suvidha Portal (https://www.newdelhiairport.in/airsuvidha/apho-registration) before the scheduled journey including travel details for the last 14 days.
Upload a negative COVID-19 RT-PCR report* (test must be done within 72 hours prior to commencement of travel) or Certificate of completion of the full primary vaccination program of COVID-19 vaccination.

– Every passenger will also have to produce a declaration regarding the authenticity of the report, else they will be criminally prosecuted if found to be discrepant. Before allowing them to travel, they will have to give an undertaking through the respective airlines on the portal or to the Ministry of Civil Aviation, Government of India that they will abide by the decision of the appropriate government authority, including rules like post-arrival, home quarantine, self-isolation, etc. have to pass through.

Do’s and don’ts will be provided along with the ticket by the respective airlines/agencies to the passengers.
Airlines allow boarding only those passengers who have filled all the information in the self-declaration form on the Air Suvidha portal and submitted the negative RT-PCR report and uploaded the vaccination certificate.
After thermal screening at the time of boarding the flight, only asymptomatic passengers will be allowed to board.
All passengers will be advised to download the Aarogya Setu app on their mobile phones.

– An in-flight announcement about COVID-19 will be made at airports and in flights and during transit, including precautionary measures.
– During flight the crew shall ensure that COVID-19 regulations and practices are followed at all times.
– If a passenger shows symptoms of COVID-19 during a flight, he/she will be immediately isolated as per protocol.
Rules during Arrival
De-boarding should be done while maintaining physical distance.
Thermal screening will be done in respect of all passengers by the health officials present at the airport. The self-declaration form filled online will be shown to the airport health workers.
Passengers found to be symptomatic during screening will be immediately isolated and taken to a medical facility as per health protocols. If tested positive, then the people who came in their contact will be identified and they will be managed according to the prescribed protocol.
