In order to answer the questions asked by the people regarding hallmarking, BIS has prepared an FAQ on its website. The industry organization alleges that there is no mention of important things in it.
Hallmarking Rules
Hallmarking is very important to identify the purity of the jewellery. According to the rules of the government, some guidelines have also been fixed regarding the mark on the jewelry. Which the customers should be aware of. But the FAQ (Frequently Asked Questions) of the Bureau of Indian Standards (BIS) website showed important things related to hallmarking. In such a situation, the industry body wrote a letter to Consumer Affairs Minister Piyush Goyal and told its problems.
It has been said in the letter that many such important points are not included in the website and FAQ, which were discussed in the meeting between the stakeholders and the government on 15 June. There is a lot of confusion and ambiguity in the FAQ. All India Gem and Jewelery Domestic Council (GJC) chairman Ashish Pethe said, “There is no registration of bullion dealers and no renewal with BIS, which is not mentioned in the FAQ on the BIS website. Apart from this, the mention that hallmarking will be applicable only at the first point of sale is also missing from the FAQ.
These facts are not mentioned
The industry body alleges that the exhibition (under Section 15 of the BIS Act, 2016) for distribution, storage, transportation and sale of jewelery has not yet been removed from the FAQ. Apart from this, manufacturers have also not been mentioned about using their own logo in hallmarked jewelery and use of B2B (business to business) customer logo and login.
He also claimed that BIS has started introducing six-digit HUID on jewelers indirectly through AHC. The BIS FAQs, under the heading ‘Compulsory Under System’, mention that the registered jeweler has to visit the BIS portal and upload the jewelery item, pieces and weight on the software before sending the goods for hallmarking. However, during the earlier discussions, it was clarified that HUID and digitization would be limited to hallmarking centers only and no jewelers would be involved.
