According to an intelligence report, PLA officials from Lhasa visited the city of Rudok in Nagri province, west of the Tibet Autonomous Region (TAR), in the third week of February to recruit Tibetans as soldiers. The PLA reportedly conducted a recruitment drive in Lhasa to induct a large number of Tibetans.
