The Delhi government on Monday announced a new excise policy for 2021-22. Under this, bars in hotels, clubs and restaurants located in Delhi will be allowed to open till 3 pm. However, where a license has been issued for round the clock service i.e. 24-hour sale of liquor, this rule will not apply. Apart from this, hotels, clubs and restaurants can sell any Indian or foreign liquor in the area for which the Delhi Government has got the license. It also includes terraces, balconies or lower areas, although it should not be visible to the public when it is served from a public place. As per the 2021-22 excise policy, customers who prefer more than one brand will not be barred from entering all Liquor outlets in the city and the entire process from selection to sale of all the brands will be completed within the premises.

Salient Features of Excise Policy
- Retail sale of Indian and overseas Liquor (L-7V) can be done at any market, mall, commercial streets and areas, local shopping complexes and other places.
- Under the new excise system, Delhi’s own bottles or growlers can be filled with freshly brewed beer from any microbrewery in the city.
- Microbreweries will be able to supply Draught Beer to any number of bars. Draft bears will be allowed to be carried in bottles or growlers.
- Microbreweries will be able to supply to all bars and restaurants that have a license to serve it.
- All air-conditioning retail vendors will have glass doors.
- Customers will not be allowed to crowd outside any vendor.
- CCTV cameras will be installed outside and inside the shop and adequate security arrangements will be made as they will be responsible for the law and order around the shop. If there is a dispute around the shop and the Delhi government receives a complaint, the vendor’s license may be cancelled.

- The bar will be allowed to organize any entertainment or performance here.
- There will be no restrictions on the shelf life of liquor in open bottles at the bar counter.
- In order to promote Startups, the pricing norms for registration of various brands of Liquor for sale within and outside Delhi have been amended in the new policy. The new rules will depend on the brand of Liquor and its sales figures.
- The city will have 849 retail liquor vends including five super premium retail vends with a minimum carpet area of 2500 sqm.
A tasting room will be set up in the premises of Super Premium Vends and it will be able to sell only beer above Rs 200 and other spirits above Rs 1,000. - Super premium vendors will have to have at least 50 imported liqueur brands including wines in their stores.
- The Delhi government has also introduced a new license L-38 which will be given to Banquet Halls, Party Places, Farmhouses, Motels, Wedding/Party/Event Venues. Under this, Indian and foreign liquor can be served in parties organized in the premises on payment of one-time annual fee.
- According to the excise policy, in 68 assembly constituencies of Delhi, 272 municipal wards have been divided into 30 zones. Each zone can have a maximum of 27 retailers i.e. an average of three retail liquor vendors can be in a ward.
