Nagpur. The functioning of the Municipal Corporation has been affected badly due to the stationery scam. Chief Accounts and Finance Officer (CAFO) Kolhe retired on December 31, while Rajesh Meshram, Accounts Officer of the Finance Department in the stationery scam, is under suspension after being caught by the police. Due to this, the sources gave information about the complete financial transaction being stuck due to lack of 2 officers playing a major role in the financial transactions of the Municipal Corporation.
According to sources, the development works of the Municipal Corporation are being affected badly due to the financial transactions being stuck. The process of paying salaries to municipal employees and development work to contractors is stuck. Due to this, not only the municipal employees but also the contractors have started getting stressed due to the payment of development works done several months ago. According to sources, the bills of many contractors are ready, but till the time the account officer does not sign it, the checks will not be sent for payment.
Temporary ban in the name of improvement
According to sources, now the Municipal Corporation has decided to use the new technology as the matter of misuse of computer and ID of the officials in the stationery scam has come to light. According to this, if login is done on the computer, then its information will reach on the mobile of the concerned official person before that. Also, OTP will be asked before login on the computer. The further process will be completed only after the OTP goes to the mobile.
The administration is busy in doing such a clever process. Although the Municipal Corporation has a complete technical team, but in the name of improvement, there has been a temporary suspension of payment. Some contractors believe that the salaries of municipal employees are sometimes done by asking for information through offline method. If it is possible to pay the employees in this way, then the contractors who are responsible for the development works should also be given their payment. Otherwise the same method of action should apply to both.
Confusion over e-governance too
It is said that now some improvements are being made in the working method of e-governance to strengthen the exchange of files. For this the whole matter is stuck. Although some officers handling the responsibility of the department are giving information about the smooth running of e-governance work, but some employees are giving information about the work still going on. This has led to confusion regarding e-governance.
According to experts, every month, the state government receives financial grants and financial assistance like GST from the state government. After receiving the fund, planning is done by the Finance Department, but now there is confusion about it as there are not only two key officers. It is believed that there was no Chief Financial Officer in the Municipal Corporation for some time in the past, due to which an administrative officer was appointed in his place. But the municipal officer had to face trouble due to lack of information about the financial details of the administrative officer.
