Notices will be given to implementing them soon. Four codes of pay, industrial relations, social security and occupational safety, health and working conditions (OSH) have been notified after the President’s approval. But the rules need to be notified to implement these four codes.
Consultation process complete
Now the Ministry has completed the process of consultation on the draft rules of the four codes and made them for notification. Labor Secretary Apoorva Chandra said that we have finalized the rules under the four codes, which are necessary to implement the four labor codes. They are ready to notify these rules. States are doing their job to make the rules under four codes.
The Parliament passed four main codes of Pay, Industrial Relations, Social Security and Occupational Safety, Health and Working Conditions (OSH), which reconstitutes 44 central labor laws. The code on pay was passed by Parliament in 2019, while the other three codes were passed from both houses in 2020.
The ministry wants to implement all four codes at one go. After creating these rules, the codes can now be notified to all four simultaneously.
States will also make some rules
Earlier on 8 February, Chandra said in a press conference that the process of framing the rules is already going on and it is expected to be completed in the coming week. All stakeholders have been consulted in framing the rules. The ministry will soon be in a position to implement four codes, including codes on pay, industrial relations, social security and occupational safety, health and working conditions (OSH).
Because labor is the subject of concurrent list, some rules will also be made by the states under four codes. States are also in the process of notifying draft rules and consultation is going on to implement them.
