Har Ghar Nal Ka Jal: In Bihar, ‘Har Ghar Nal Ka Jal’ scheme is going on for door-to-door supply of drinking water. Now the good governance of the Bihar government is being exposed in this scheme and the Indian Express’s four-month-long investigation has revealed that under this scheme, the family members and associates of the state’s Deputy Chief Minister Tarkishore Prasad got projects worth Rs 53 crore. . The Indian Express report revealed how much political interference is involved in the implementation of government schemes.
This scheme was launched by Bihar Chief Minister Nitish Kumar about five years ago and its success can be gauged from the fact that a target of 1.08 lakh panchayat wards was set for this, out of which 95 per cent has been covered under the scheme. The central government last month included Bihar’s data under the ‘Jal Jeevan Mission’ and according to this, only 1.84 percent of Bihar’s households had access to tap water two years ago, while now it has reached 86.96 percent.

Project investigation of about 20 districts
- To check the ‘Har Ghar Nal Ka Jal’ scheme, Bizd documents related to projects were examined in about 20 districts and then it was done with the data of Registrar of Companies (RoC) and Public Health Engineering Department (PHED) of Bihar. PHED is the implementing authority of the scheme along with the Panchayati Raj and Urban Development departments of the state. Apart from this, the Express team visited the project sites where contracts were awarded to those with political contacts and people were interacted with.
- According to the records, in 2019-20, under this scheme of drinking water, 36 projects were allotted to 9 panchayats of Katihar district by PHED, where Bihar’s Deputy CM Tarkishore Prasad is MLA from four times. These projects were allotted to companies associated with Prasad’s daughter-in-law Pooja Kumari and her brother-in-law Pradeep Kumar Bhagat and close associates Prashant Chandra Jaiswal, Lalit Kishor and Santosh Kumar.
- In some cases, the project was entirely under the control of Prasad’s family, such as projects allotted to Kumar and Bhagat’s company in 13 wards in Katihar’s Bhavada panchayat.
- One of the officials implementing the scheme told The Indian Express on the condition of anonymity that Kumar had no work experience in the field.
- In this matter, Prasad denied any political involvement and said that when these contracts were allotted, he was only the MLA of Katihar and he became the Deputy Chief Minister of the state in November 2020.
- Though Prasad confirmed that his daughter-in-law got contracts in four wards, he denied any direct association with the other two companies in which his brother-in-law Bhagat is a director.

On the questions raised about the ‘Har Ghar Nal Ka Jal’ scheme, Bihar Deputy Chief Minister Tarkishore Prasad says that doing business is not wrong. When The Indian Express asked Prasad a question on the contracts awarded to companies related to his family and associates, he gave the same answer. Two companies linked to Prasad’s daughter-in-law Pooja Kumar and her associates have been given contracts under the scheme. Prasad said that his family had only one contract and that was given to his daughter-in-law. Apart from this, this contract has also been completed.
According to Prasad, there are 2800 units in Katihar while his family has got only four. There is nothing wrong in doing business unless there is some irregularity. Prasad said that he has forbidden his son from doing any government work as it would create unnecessary problems.
