RaipurChhattisgarh Chief Minister Bhupesh Baghel has written a letter to Prime Minister Narendra Modi to keep the cadre rules of All India Services in place. The Chief Minister has expressed apprehension that due to the amendment in the rules, the administrative system may collapse and a situation of instability may arise.
State Public Relations Department officials said here on Friday that the Chief Minister has written a letter to Prime Minister Modi regarding the recent amendments proposed by the Central Government to the All India Services Cadre Rules. He has urged the Prime Minister to keep the cadre rule of All India Services unchanged. The Chief Minister has mentioned in his letter that the proposed amendment in the rules may break the administrative system and create instability.

The Chief Minister has written, “While proposing amendments by the Central Government in the Cadre Rules of All India Services, opinion has been sought from the State Governments on those amendments. The proposed amendment empowers the Central Government to post officers of the All India Services, unilaterally without the consent of the State Government or the officer concerned, which is contrary to the spirit of federalism enshrined in the Constitution.
Baghel has written in the letter, “All India Service officers are basically posted in the states and are posted on deputation in the central government. The deputation has generally been done after concurrence with the State Government. The State Governments have been concurring on Central deputation while taking their administrative requirements.
He has written that the officers of All India Services in the state of Chhattisgarh are discharging their responsibilities in various important administrative tasks including law and order, eradication of Naxal violence, all-round development of the state and conservation of forests. As a result of these amendments, it is natural to awaken a sense of instability and ambiguity among the officers of the All India Services. Due to this, there will be confusion in the discharge of official duties by them and due to political interference, it will not be possible to work impartially, especially at the time of election, conducting elections in a fair manner.
The Chief Minister has said, “There is a possibility of misuse of these rules in the near future. There are instances of action being taken by unnecessarily targeting members of All India Services in several incidents in the past. There are adequate provisions in the existing rules for balance and coordination between the state and central government. Baghel has written in the letter that the Chhattisgarh government strongly opposes the amendment in the cadre rules of All India Services and demands that the cadre rules should be kept unchanged.
