According to the notification, 46-year-old Hafiz Talha Saeed is actively involved in the activities of recruiting operatives, raising funds and planning and carrying out attacks in Lashkar-e-Taiba to target Indian interests in India and Afghanistan. .
He also regularly visits various Lashkar-e-Taiba bases in Pakistan and makes statements calling for waging jihad against Indian interests in India, Israel, the US and other western countries, the notification said. According to the notification, “The Central Government is of the view that Hafiz Talha Saeed is associated with terrorist activities and should be declared a terrorist under the Unlawful Activities (Prevention) Act 1967.” As a result, Talha Saeed has been designated as a terrorist under the stringent Act, it said.
Hafiz Talha Saeed is the 32nd person to be designated a terrorist by the Government of India. He was born on 25 October 1975 and is a resident of Lahore, Pakistan. Hafiz Talha Saeed is a senior commander of Lashkar and heads the cleric wing of the terrorist organisation. At the same time, his father Hafiz Saeed is the ‘mastermind’ of the 26 November 2008 Mumbai terror attacks. 166 people were killed in this attack. Hafiz Saeed was declared a terrorist under the same law a few years ago and is currently serving a prison term in Pakistan on terrorism-related charges.
India has been continuously demanding the custody of Hafiz Saeed, but Pakistan has refused to hand him over. Lashkar-e-Taiba has been responsible for several deadly attacks in India apart from the 26/11 attacks. Most of these attacks have taken place in Jammu and Kashmir, in which many civilians and security personnel have been killed in the last few years. Hafiz Saeed involved in many terrorist acts and ‘Operational Commander’ of Lashkar-e-Taiba Zakiur Rehman Lakhvi are among the wanted terrorists of India.
Lashkar is listed as a terrorist organization under the first schedule of UAPA. UAPA has been implemented to more effectively prevent unlawful activities of organizations and individuals and to deal with terrorist activities and related matters. Section 35 of the UAPA empowers the central government to include the name of that person in the Fourth Schedule of the Act if the government finds that a person is involved in terrorism.
