Union Minister Nitin Gadkari today announced the Vehicle Scrappage Policy in the Lok Sabha. Describing it as a significant reform for the automobile sector, Gadkari said that this would improve road safety, reduce air pollution and also reduce fuel consumption and oil imports. He said, the policy will be notified in a month. Gadkari said that the size of the automobile sector in the country is 4.50 lakh crore rupees and it is expected to increase to 10 lakh crore rupees in the next five years. Explain that the new scraping policy has been announced during the budget of 2021-22, in which private vehicle will have to undergo fitness test after 20 years and commercial vehicle will have to undergo fitness test after 15 years.
Special features of vehicle scrap policy
>> Gadkari said the vehicle’s fitness test will be mandatory as soon as the vehicle registration ends.
>> The age of the vehicle has been kept at 15 years for a commercial vehicle and 20 years for a personal vehicle.
>> If any vehicle fails to pass the fitness test, then it will be considered as the end of life of the vehicle.
>> At the end of the age of the vehicle, the vehicle owners will be encouraged to scrap the vehicle instead of conducting fitness test and registration renewal.
>> To discourage people from driving old vehicles, vehicle re-registration fees will be increased.
>> Automated fitness centers will be set up across the country to make scraping easier.
Vehicle owners will get this benefit
Gadkari has suggested some ways to entice the owners to give their old car in scrap.
>> Scrap value will be between 4-6 percent which will be given to the vehicle owner for scrap.
>> A rebate of up to 25 percent will be given in road tax.
>> Vehicle manufacturers will be advised to give 5 percent discount on new vehicles on showing scrap certificate.
The Union Minister said, in this way, up to 10-15 percent of the total profit can be taken on old vehicles. The Minister of Road Transport and Highways said that under this policy, about 51 lakh light motor vehicles (LMVs) more than 20 years old and 34 lakh other LMVs more than 15 years old will come. He said that under this, 15 lakh medium and heavy motor vehicles will also come which are more than 15 years old and currently they do not have fitness certificate.
