The Union Minister for Road Transport and Highways Nitin Gadkari has said that with the objective of maintaining and preserving the heritage of Vintage Motor Vehicles, the registration process of Vintage Motor Vehicles has been formalised. In a series of tweets, he said that no rules exist to regulate the registration-process in different states. The new rules will facilitate a simpler process, including retaining the old number for the already registered vehicles and a ‘VA’ series (Unique Registration Mark) for new registration.
Amendment to these rules
He said that the Ministry of Road Transport and Highways has amended the Central Motor Vehicles Manual (CMVR) 1989, formalizing the registration process of vintage motor vehicles. It aims to preserve and promote the heritage of used vehicles in India.

These are the features
>> According to a release of the ministry, under the new rules, all two wheelers / four wheelers which are 50 years or more old and kept in their original form and which have not undergone any significant change, are recognized as vintage motor vehicles. Will be given
>> Application for registration/re-registration shall be submitted as per Form 20 and shall be accompanied by insurance policy, requisite fee, invoice of entry in case of imported vehicles and old RC in case of vehicle already registered in India needed.
>> The certificate of registration as per Form 23A will be issued by the State Registration Authority within 60 days.
>> Vehicles already registered can retain their original registration mark. However, for new registrations, the registration mark will be specified as ‘XX VA YY 8’ (XX VA YY 8), where VA stands for vintage, XX is the state code, YY will be the two-letter series and ‘8’. The number will be between 0001 to 9999 allotted by the State Registration Authority.
>> New Registration Fee- Rs.20,000 and for subsequent re-registration will be Rs.5,000.
>> For regular/commercial purposes, vintage motor vehicles shall not be operated on the roads.
