PM Modi said, in May 2020, under the Aatmanirbhar Bharat package, the government had announced that state governments would be allowed to take additional borrowings in 2020-21.
Borrowing up to 2 per cent was allowed in addition to GSDP, of which 1 per cent was made conditional on the implementation of certain economic reforms. It encouraged the states to adopt progressive policies to obtain additional funds.

PM Modi said, Indian states have been successful in borrowing more in 2020-21 when there was a financial crisis around the world. In 2020-21, the states were able to take an additional borrowing of Rs 1.06 lakh crore. This remarkable increase in the availability of resources has been made possible by the Centre-State partnership.
In May 2020, as part of Aatmanirbhar Bharat package, Govt of India announced that State Govts would be allowed enhanced borrowing for 2020-21.
