7th Pay Commission News: Jharkhand government has announced to increase the Dearness Allowance (DA) of state government employees from 17 percent to 28 percent. Recently, the state has taken this step after the central government increased the dearness allowance of its employees. A decision to this effect was taken in the cabinet meeting chaired by Chief Minister Hemant Soren.
This will come into effect from July 1. On July 14, the Center had announced to increase Dearness Allowance (DA) and Dearness Relief (DR) for central employees from 17 per cent to 28 per cent after a gap of one and a half years.
House rent allowance also increased
Apart from the Dearness Allowance of government employees, the Central Government has also increased the House Rent Allowance (HRA) to 27 percent. In fact, the Department of Expenditure had issued an order on 7 July 2017 in which it was said that when the Dearness Allowance crosses 25 per cent, the house rent allowance will be revised. Since July 1, the dearness allowance has increased to 28 percent, due to which the house rent allowance has also been revised.
1-3 percent increase
The HRA for “X” class cities after revision will be 27% of the basic pay. Similarly, for “Y” class cities it will be 18 per cent of the basic pay and for “Z” class cities it will be 9 per cent of the basic pay. At present it is 24 per cent, 16 per cent and 8 per cent for all three classes. In this way, the house rent allowance has been increased by 1-3 percent for different categories.
Giving information about the decision to the media after the cabinet meeting, the spokesperson said, “Approval has been given to increase the rates of dearness allowance for state government employees from 17 per cent to 28 per cent with effect from July 1, 2021.

The Minister of State for Finance said that it has been decided to retain 17 percent DA and DR from January 1, 2020 to June 30, 2021. However, with effect from July 1, 2021, the benefit has been given by adding the increasing allowance in three installments. This is the reason that now the Dearness Allowance and Relief together have increased by 11 per cent to 28 per cent. This includes a 3 per cent hike from January 1, 2020, a 4 per cent hike from July 1, 2020, and a 4 per cent hike from January 1, 2021. In this way the total increase is 11 percent.
