In November 2005, when Nitish Kumar took the reins of power with a majority, he had drawn the blueprint to accelerate the development of Bihar. After 16 years, if the country will go to any corner of the world today, then it has become a matter of pride to be called Bihari. This is the miracle of a strong leadership, who worked day and night for the progress of the state. Maintained consistent growth rate in double digits. Nitish is constantly trying to establish the poor state as a state with strong infrastructure.
Great progress in the field of education
In the year 2005, 13 out of 100 children could not even see the face of the school. Today less than one percent of the children will be like this. The government is also working on connecting those children with schools. The largest number of girls were among those who dropped out of school. Today the number of boys and girls in the matriculation examination is almost equal. There is a big contribution of the policies of the government behind this. Under the Mukhyamantri Balika Dress Yojana, girls from class 1 to 12 are given help. Under this, Rs 600 is paid to the girl students of classes I and II, Rs 700 for classes III to V and Rs 1,000 per student for the girl students of classes VI to VIII. Apart from this, scholarships ranging from 50 to 150 rupees are also provided to the girl students of general category in the elementary classes. The government is running 535 Kasturba Gandhi Balika Vidyalayas for the girls belonging to the weaker sections of the society. In these schools, 50318 girl students are studying after taking admission. Apart from this, mid-day meal and free books are being made available in every school.
Not only this, schools up to class 12 are being opened in all the panchayats of the state. At present, higher secondary schools are being run in 5083 panchayats in the state. In 3304 panchayats left from this academic session, preparations have been completed to start the ninth education. With this, girls will no longer have to go far and get education at the secondary and higher secondary level. The government has started the Girl Child Intermediate Protsahan Yojana under the Chief Minister Kanya Utthan Yojana. Under this, an incentive of Rs 10,000 is being given to the unmarried girl students of all categories who pass the inter examination to be conducted by the Bihar School Examination Committee. In the financial year 2019-20, Rs 322.67 crore has been provided to 3,22,668 girl students under this scheme. Under the Kishori Utthan Yojana, Rs 300 has been provided to the girl students of class VII to XII under the Chief Minister Kishori Health Scheme. With this, girls can take care of their health at their own level. In the financial year 2019-20, an amount of 58.35 crore was made available to 19,45,143 girl students under this scheme.
Bihar became an example in the matter of girls’ education
Under the Bihar Shatabdi Mukhyamantri Balika Dress Yojana, Rs 1500 is being given to the girl students of class IX to XII to buy clothes. Under this scheme in the financial year 2019-20, an assistance of Rs 163.81 crore was given to 10,92,067 girl students. Similarly, under the Mukhyamantri Balika Cycle Yojna, an assistance amount of three thousand rupees is being given to every girl student who takes admission in class IX. In the financial year 2019-20, Rs 157.83 crore was released to 5,26,100 girl students under this scheme. At the same time, under the Mukhyamantri Balika Protsahan Yojana, 10 thousand rupees are being given to the girl students of general and BC-2 category who have passed with first class in the matriculation examination conducted by the Bihar School Examination Committee. An amount of Rs 56.12 crore has been distributed among 56,118 girl students under this scheme in the financial year 2019-20. Similarly, Rs 150 is being given as scholarship to the girl students of class IX and 10 of general category.
What was the state of education in Bihar before 2005, is it hidden from anyone? Girls had to drop out of school after primary classes due to no high school. The number of children coming to schools was very high due to lack of dress. In such a situation, the process of arranging clothes, books, teachers and classrooms for the children in the school, continues uninterruptedly. The cycle scheme introduced for the girl child brought revolutionary changes in the condition of secondary education. At the same time, in the field of higher education, work is going on in the direction of increasing the number of engineering colleges, medical colleges to every district, regular increase in the number of universities and colleges and appointment of teachers in higher education also. Now there are IITs in the state and also IIMs. Institutions like Triple IT, NIFT, Chanakya National Law University, Chandragupta Management Institute, Aryabhatta Knowledge University have changed the image of the state.
A network of infrastructure has been laid in the state
Who thinks what, who says what, the Chief Minister did not care about it and laid a strong network of infrastructure in the state. In today’s time every village and village has been connected by a pucca road. Now the road network is being further expanded to reach the capital in five hours from any corner of the state. A network of four lane and six lane roads is being laid. You will see that earlier there was only facility of Gandhi Setu Bridge and Rajendra Setu Bridge to come to Patna. Now this number has increased to more than half a dozen and many of them are under construction. This type of thinking can be of an engineer Chief Minister. Bihar Museum is the result of his grand thinking, then Gyan Bhawan and Samrat Ashok Convention Center are examples of excellent workmanship.
The Chief Minister’s vision is being praised everywhere. To change the society after prohibition, he has also launched a statewide campaign against child marriage and dowry system. Along with this, worrying about the future, he started the Jal Jeevan Hariyali Yojana. As long as there is water and greenery, then life is safe. Without water and greenery, no one can imagine the existence of human beings or animals or birds and animals. With the aim of limiting the effects of climate change, maintaining ecological balance and water conservation and harvesting, the state government has started Jal Jeevan Hariyali Abhiyan. Under this campaign, an action plan of 11 points has been prepared, on which Rs 24,524 crore is to be spent by the year 2022. The scheme is being implemented in mission mode.
Bihar included in top six states in corona vaccination
The restraint with which human service was done during the Corona period is commendable. Bihar is included in the top six states in Corona Vaccination. The campaign to introduce six crore vaccines in six months in the state started from July 1, 2021, in which four crore vaccinations have been completed. Whereas after the start of vaccination, till now a total of 7.5 crore people have received the dose of corona vaccine. In this, 5.25 crores have been given a dose and 2.25 crore people have become fully vaccinated. In the second wave, there was an outcry in the whole country, 11382 beds were arranged in 165 COVID Care Center in Bihar, out of which 3359 were oxygenated beds. 110 Dedicated COVID Health Center (DCHC) had 7871 beds, with 5158 oxygenated and 90 ICU and 81 ventilator beds. There were 3574 beds in 12 COVID Dedicated Hospitals in which 3474 were oxygenated, 455 ICU and 271 ventilator beds. Apart from this, 5432 beds were available in 239 private hospitals.
Tight arrangements in hospitals
40 Oxygen Concentrators, 60 D Type Oxygen Cylinders, 10 BiPAP Machines per Hospital for all Sadar Hospitals of the State and 25 Oxygen Concentrators, 35 D Type Oxygen Cylinders, 5 BiPAP Machines for Sub-Divisional Hospitals, 10 Oxygen Concentrators for Community Health Centers and 20 B type oxygen cylinders, 5 oxygen concentrators and 10 B type oxygen cylinders for primary health centers and 2 oxygen concentrators and 2 B type oxygen cylinders have been provided for additional primary health centres. Apart from this, instructions have been given to keep pulse oximeters in the outpatient rooms of all level hospitals except health sub centres. Apart from this, during the home visit, ASHA workers will work to measure the oxygen status of people with a pulse oximeter.
Infra red thermometer is available in all districts. It will be used during the transition to bus stands, railway stations and COVID Hospital. PSA oxygen plants are being installed at 119 places in the state. This includes all Medical College cum Hospitals, all Sadar Hospitals, Sub-Divisional Hospitals, Community Health Centers and Referral Hospitals. After the formation of Jharkhand, the effort made by Nitish ji to make Bihar self-reliant today, which has scarce natural resources, is historic and will work to give a new direction to the future generation of Bihar.
