The Jammu Development Authority (JDA) has sent a notice to senior Bharatiya Janata Party leader and former Deputy Chief Minister of Jammu and Kashmir Nirmal Singh, asking him to demolish the illegally constructed luxurious house on the outskirts of the city within five days. Singh and his family had moved to a bungalow near the Army’s Arms Sub Depot in Nagrota’s Ban village on July 23 last year.
The High Court had in May 2018 directed the authorities to strictly implement a 2015 notification that prohibited construction of any kind by civilians within 1,000 yards of defense installations. The BJP leader, while confirming that he had received the notice issued by the JDA on November 8, told PTI that the matter is sub-judice and I will consult my lawyers for further action.

The JDA said the building was constructed without obtaining valid permission from the administration. JDA said that you are directed to remove the illegal construction within five days from the date of issue of the order. If this is not done within this period, the enforcement unit of JDA will demolish the construction and the cost will be recovered from you as arrears of land revenue.
On May 7, 2018, the court had asked all the parties concerned to maintain the status quo until the army’s petition is disposed of. The army has said in the petition that the building has been constructed in violation of the prescribed rules. The Center has filed two petitions in the High Court expressing concern about the security of the building near the Arms Depot. Singh had earlier claimed that it was a political conspiracy against him.
Himgiri Infrastructure Development Pvt Ltd had bought a 2,000 sqm plot in the year 2000. The company’s shareholders include former Deputy Chief Minister Kavinder Gupta and BJP MPs Jugal Kishor and Singh. Gupta, however, claimed that he had resigned from the company. The construction work on the land started in 2017 due to which the army informed Singh about it. Singh was then the Deputy Chief Minister in the PDP-BJP coalition government.
The central government issued a contempt notice in 2018 against Nirmal Singh’s wife Mamta Singh for allegedly violating a 2015 order of the then Deputy Commissioner of Jammu. In the order, the state government had issued notification of army depot.
When the local administration and police failed to implement the 2015 order, the Defense Ministry had filed a writ petition on May 3, 2018. Despite the High Court’s order to strictly implement the order of the Deputy Commissioner, the construction work continued uninterrupted, due to which the Center filed a contempt petition on 16 May 2018.
